As far as Health Canada is concerned, a cosmetic is "any substance used to clean, improve or change the complexion, skin, hair, nails or teeth. Cosmetics include beauty preparations (make-up, perfume, skin cream, nail polish) and grooming aids (soap, shampoo, shaving cream, deodorant)."
So no, it's not just for soap!
Unfortunately, there is a lot of misinformation out there about what really needs to be done to sell cosmetics legally in Canada.
And some new makers don't take the time to research the requirements before they jump head on into handmade markets and selling online.
